Where can I find the regulations and procedures of MCUT?
How is the revision process of school regulations executed?
- The revision procedure for internal regulations is explained as follows:
- After each department completes the implementation and revision of the articles according to the regulations, they shall submit them to a meeting for review. In addition, they shall submit a written application form for changes in accordance with the regulations of MCUT, which includes details of the content and an initial inspection to determine whether it is necessary to revise internal control manuals/procedures of the related departments. The application will then besigned-off according to procedures before providing a system upload number to the personnel office and closing the case.
What are the founding principles and characteristics of MCUT?
- Our school is located on a hillside with a spacious green campus and beautiful scenery. - If a Qr-Code is produced and posted, each countersigning unit should scan and record the receipt and delivery. The query can be made using a computer or mobile phone to track documentation process.
- If a Qr-Code isn’t available, the delivery process will follow the order of delivery on the document for direct inquiry by relevant departments.
How to invite or make an appointment with the president?

How to handle petitions and complaints?
- Regarding petition and feedback, the following is explained:
- If you know the department responsible for handling the matter being reflected upon, please first report it to that department (or its supervisor).
- Petitions and feedback should clearly state specific details and be submitted with a name. They can be sent through the school mailbox or to the president’s mailbox. The president's office will receive them, register them immediately, investigate and handle them accordingly, then respond to the parties involved.
How to file an appeal as a teacher?
- Teacher's appeal, as follows:
- If a teacher believes that the school has taken measures against them that are illegal or inappropriate and have damaged their rights, they may file a written appeal with the Secretariat in accordance with MCUT's Teacher Appeal Form.
- If the appeal is not satisfied with the evaluation of the "Teacher Appeal Review Committee", it may be further appealed to the "Central Teacher Appeal Review Committee" of the Ministry of Education.
How to apply for stamped student documents?
- Application for stamping of student documents is as follows:
- You can first contact the registration team of the Office of Academic Affairs for assistance. They will then fill-out the application form for stamping and submit it together with the stamped documents. You can go to the president's office on the second floor of the Teaching Building or entrust colleagues from the Office of Academic Affairs to assist you.
- The application form for stamping will be kept on file in the president's office.
How to apply for the stamping of school documents?
- The application for the stamping of school document is explained as follows:
- For the use of seals on completed signing and processing forms, the requesting department must fill out a separate application form for seal usage. After being signed by the department supervisor, attach the completed signing and processing form to be stamped at the president's office in the teaching building.
- If there is no need for a signed and processed document to be stamped, fill out an application form for stamp usage with attached stamp samples. The president or supervisor in charge will approve it before proceeding with stamping.

- The procedure for personal data protection or modification is as follows:
- If you are a student, please contact the registration department of the Office of Academic Affairs to handle personal data modifications and related applications.
- If you are a faculty or staff member, please contact the Personnel Office to handle personal data modifications and related applications.
- Each department should follow our university's "Personal Data Collection/Processing/Utilization and Security Management Procedures."
How to search for school meeting records?
- School Meeting Record Inquiry is as follows:
- The Secretary's Office holds records of academic meetings and administrative meetings. You can access them through the campus entrance website/network folder/school-wide meeting records/school meeting records to find MCUT administrative and academic meeting records.
What is the procedure for sending case reminders in the Notes system?
- The Notes system will remind users about pending cases based on the following procedures:
- The first reminder will be sent after 3 days, the second reminder will be sent after another 3 days, and the third reminder will be sent after another 3 days. Even if a request for extension is made during the second reminder, the number of reminders received will still count towards the total. Please take note of the dates to avoid receiving a third reminder.
- When the secretary's office receives a notification from Notes, they should inform both the person responsible for handling it and whoever needs to be reminded via phone or email to log in and process it on Notes as soon as possible.
- The number of reminders per month and academic year will be tallied up. If an individual has too many reminders, their annual performance evaluation score may be deducted by HR.
- Please avoid being reminded by Notes more than five times (the person being reminded must reply with reasons and submit them to the president). If there are any issues with the Notes system, please contact Liu Xibin at ext.4265 in the Library Information Department directly.
- Supervisors are requested to assist in notifying colleagues who need reminding about pending cases during their first attempt at reminding (if an extension is needed, it should also be applied for immediately to prevent further reminders from Notes), to reduce overdue cases that require reminding. All departmetns are encouraged to continue reducing multiple reminders and improve administrative efficiency.
